Don't Forget the House Bank

I was still in Washington in 1994 and remember that the House Banking scandal was at least as big a deal by the time of the elections as health care was by that time. Health care helped prepare the ground, but as simple a thing as abusing banking privileges by trading stamps for cash was what made people give up on the Democrats. You can count on the Times and the WaPo to look for such a scandal this time - and pin it on Republicans.
