He who has the money rules the roost. It's true everywhere and everywhen except when mob rule hits and then he who can orate the best wins. At least today there is a bit of obfuscation in bribery in the 19th century it was out in the open (see transcontinetal railroad and John D. Rockefeller who helped Pennsylvania have the best legislature money could buy)
