Propose that much of the federal issue be delegated back to the states, of course that would make the national manufacturers unhappy having to have 52+ skus for any product. In a simple case as you mentioned it is hard to see how growing weed at home is interstate commerce unless you live on a state line. One thought would be to take the federal money spent on the EPA and bribe the states (i.e. make grants, since it has been ruled that all the federal government can do to make states follow its wishes is to bribe them, see the medicaid case and the ACA) for them to enforce the environmental laws
