What's to stop a Bank from 'dropping' their checking accounts creating a new "Prepaid Debit Card w/Optional Withdrawal orders"? Provide that debt card with the option of a paper transaction order(check). Not much different from a checking account except in name.

You have to wonder about these people who think they understand the world well enough to regulate it.
