I suspect that the street was paid for by Wal-Mart.

In a lot of cases to build the store the city tells the company to build a street, and pay for it, so its only fair if you build the street you get the right to name it. Typically you will notice that the street only goes to the store and not further, re-inforcing the notion that the street was purpose built.
