Basically take the income tax payable before deductions, and then the amount saved by deductions is a tax expenditure. Deductions are in one sense a gift from the government to encourage behavior in essence a subsidy. If we want to tackle this its the mortgage interest deductions should be attacked, in essence continue the move started in 1986 to flatten the tax and wiping out deductions as they do favor some things over others.
