I think Maimonides was talking about a confession where that is the only evidence. In Michael Cohen's case there was a huge amount of documentary evidence plus witnesses lined up against him. Under those circumstances he elected not to go to trial in order to get a lighter sentence. This was not a confession extracted from him in the Maimonides sense. There was no doubt he would have been convicted at trial - no doubt in his mind or in the mind of many others.
