It all depends upon who the proletariat is

Just like in 1918 some group decides they are the spokesmen for the proletariat and take over. This is the elite replacement process that occurs when the elite get to out of touch, you chop off the heads or exile the old elite and erect a new one. The prime rule is there will always be an elite.
