Grove's vision to build America will also reduce carbon emissions. Taxing the number of miles a product has been shipped will guide consumption towards locally-made products. There would be no need for a "Scaling Bank" because the markets will decide where it is economically beneficial to build local factories. The additional taxes paid on shipping can be used to lower the deficit. Smaller, regional factories will grow America economically and ensure future sustainability.
