Gambling can be shown to be a lose situation for the gambler, after all the house must get its vig. So the net return is less than breakeven, so that gamblers overall lose money. So a scheme ensuring that you lose money if you play is a foolish thing to do. Now if the gambling industry instead marketed itself as a pastime that you pay to play the situation would be different but the industry would shrink greatly.
