I suspect the law has been around for a good while, but was not enforced against kids. However with all the food safety talk, assume somehow a kid sold bad lemonade, what would the hub bub look like. The health inspectors are between a rock and a hard place because if you don't enforce it for kids, you likely will get dragged into court by a street vendor over selective enforcement.
