What is the meaning of "All"

The first clause of the first paragraph of Article I, Section 1, of our Constitution is, "All legislative Powers herin granted shall be vested in a Congress...." How much more specific could this have been written? Is the word "all" ambiguous?
Nothing should preclude the SEC or any executive department or agency from proposing rules and regulations but there is a clearly constitutional way to enact them: propose them to Congress which can pass them, not pass them, or modify them. It's all about accountability. In today's world of delegated authority, whom do the voters hold accountable, the Congress which never passed the regulations or the executive department that promulgated them based on imagined delegation of authority?
