Yes, it's the weather, but lots of people choose to domicile there because there's no state income tax or inheritance tax. Unsurprisingly, a large percentage of those who domicile in Florida have homes in or came from high-tax states in the Northeast or Midwest. Some have homes in several states. As observed in this post, it is the well-to-do who can choose where to domicile.
