Farm land is taxed based on potential use, which is as house lots. Tax-wise, it's a killer. Of course, if we had use taxes instead of wealth taxes to fund local government, the APR wouldn't be needed. But I digress... But horse farms are agricultural? Unless he's raising plow horses, there's only one other connection to agriculture... Since Rattner's most recent jobs were in government, it is a natural transition.
