Is executive talent that scarce?

Read the comp committee report in any proxy statement they will say the competition for executive talent is fierce. I don't believe this, given that the process is a strongly pyramidal system to get to that level. Many who don't make it could do as good a job as the folks who do. This is the fundamental question at the heart of the issue is the talent that short. I do think public companies need to term limit top execs, Bear and Lehman had folks who had made the company and themselves the same in their mind and thus lead to their downfall. Perhaps limit CEOs to 8 years in the job. (This then solves the problem of directors, you become a company director after you retire as CEO and have less conflicts than as an active CEO and director of another company)
