Basic reading comprehension is missing here

Saved or create. Obama did not say there would be a net gain in jobs because of the stimulus. If we have 130 million jobs today, we would have had 126.5 million without the stimulus. That is the argument. Perhaps one disagrees with the argument, but this quote is a pretty basic misreading of the what Obama argued.
