Sure, Glenn Reynolds' revolving door tax would put a small crimp into the logrolling, crony capitalist behavior in D.C. But the problem is unsolvable at root. But how can we ever elect people to Congress who'll downsize it? Pres. Trump is the latest attempt....Remember the Tea Party movement of 2009?

My latest thought: There are 80+ means-tested federal welfare programs on the books. Propose a law similar to the military base closing law (BRAC) of some years ago in which those 80+ programs will be abolished 20 programs/year until they're all gone. Chose them by lottery each year: 20/year. The dollar amounts on a per year per state basis is relatively modest. The 50 state legislatures would each have to decide whether or not they wished to continue funding those 20 each year. (I'm guessing only a few would be continued. It had been "free" money when the feds were funding them. Yes, most were implemented by state-level bureaucrats who would now be out of a job. They'd have to lobby their statehouses saying, "I was employed with that money! I'd like some other state-level job! Find me one."

Well, at least it would be fun to watch - for awhile, anyway.
