I've known several high-level corporate bankers and lawyers who take the view that they HAVE to do the 20 or 30 years at Goldman or Chase or whatever, so that they will have the very large pile of money in hand to be able to freely devote themselves to altruistic matters in philanthropy or government. So, they can't avoid that step of working for Goldman, as you suggest they might.
I don't agree with their attitude at all, since I'm a capitalist through and through, but I've seen it explicitly stated often enough that this could be what Blankfein was assuming in his statement.
