Breakfast doesn't take away class time. The point of providing it to everyone is not to expand government but to avoid stigmatization, a very real fear when working with kids. We could provide no breakfasts and have children go hungry, not learn and get in fight all day, that seems like a much larger waste of money. I am with you on the cocoa puffs though. the problem is that they are cheap.
