What statute is Walters supposed to have violated?

Per the Circuit count's summary of the case, "Davis had provided Walters with material nonpublic information about Dean Foods." As I thought I understood such things, this was a crime for Davis but not for Walters. Davis had a fiduciary responsibility to keep the information confidential, while Walters had none.

The court also wrote:

ʺ[t]he proper remedy here is to investigate and, if appropriate, prosecute the offender, rather than dismiss the indictment.ʺ

Let us hope that Special Agent Chavez is indeed prosecuted, and, if guilty, convicted. If the courts are going to allow such tainted prosecutions then there seems to be no other avenue to check such blatant abuses of power.
