The article states that the city would have to replace the signs due to wear and tear by that time, so there is no net spending involved. It's just that as the signs wear out they get replaced by the ones with the new fonts. the rule was promulgated in 2003, so they had 15 years to change. The spokesman for the nyc dot Seth Solomonow said that there was no net cost because the signs wear out. (NY Daily news and NY times say so). The NY Daily News said that the 34th street district had been doing it on its own.
