Recall that the child benefit payments are a form of welfare, but are not currently means tested. The new gov proposes to means test the welfare. So the same news item can be characterized both ways. BTW you are aware that Medicare part B is means tested with premiums going from 95/month to 350/month depending on income?

Re welfare one can call it welfare but one could also call it a tax credit.
