The deficit spending in lend lease that got us on war footing could not have taken place (there is no way 3/4 of states would have approved it in the climate of "America First"). After Pearl Harbor and the declaration of war we would have deficit spent, but we would have been years behind the curve. The solution to deficit spending is not an amendment, it is to get politicians elected who actually do what they say they will do. Note: Comments are moderated by the editor and are subject to editing. The Future of Capitalism replies: The amendment seems more aimed at the spending problem than at the deficit problem.
