"providing some federal funds" is a bad idea

As awful as much local zoning is, providing another federal grant program is a bad solution if for no other reason that Reagan's observation that the closest thing to eternal life is a government program.
Far better would be a reverse incentive: No HUD or similar funding to governments that have enacted bad policies like rent control and restrictive zoning. See how long they stand on principle. Not very would be my guess.
