Let's tax punitive damages (such as those discussed at 90+%) Actually go a step further and say that you must act as the governments agent on punative damages but the government gets them. The law would say what the attorney fee would be, and this would stop a lot of suits cold as the lawyer would no longer get rich.

I have always thought that plantiffs should not benefit from punishment of companies for wrong doing (for that is what punitive damages are, punishment).
