Of course the consitution already forbids a wealth tax.

Recall that the Supreme court declared the income tax unconstitutional resulting in the 16th amendment being passed to allow it. I doubt that you could get 2/3 of either house to pass the amendment and get 3/4 of the states to ratify it.
