History of government required FHA redlining

Recently I was surprised to read that the original FHA guidelines called for redlining, and prohibited loans that would result in integrated neighborhoods. A major point this article was the families build wealth over generations through home ownership so that this historic discrimination was a cause of todays wealth disparity.

I very much respect that Dr. Sowell grounds his opinions in data. Since I have yet seen anything in which Dr. Sowell addresses the issue that I mention, above, I wonder if anyone can direct my attention to a video or piece of writing where he does.
