Coronavirus is serious, but it's hard to take seriously many of the people who are telling me it's serious. Two months ago climate change was an "existential crisis" and Greta Thunberg was our savior. Now only climate change can stop the virus, and suddenly cars and single-use plastic bags help contain the spread. When Democrats and Republicans were bickering over what to tack onto the emergency relief spending bill, I felt comforted that things were finally getting back to normal.

Speaking of the spending bill, I'd appreciate it, Mr. Stoll, if you would devote some coverage to a basic question: Where did the federal government locate $2T in discretionary funds?
