The Times article was illuminating: courts are starting to force banks to follow the rules instead of rubber-stamping their claims. I think this is happening nationally.

Your piece is irrelevant. I live in NYC and have heard of Judge Dear, but I have no idea, nor do I care, if he is more or less corrupt than the average public servant. He is irrelevant to the future of capitalism, but the growing phenomenon of courts hodling banks accountable is not.
