An odd choice indeed. Ms. Rice's original claim to fame is her assertion as a Clinton administration hack that to call Rwandan genocide by its name and not do anything about it would affect the midterms. So she is a soulless politician, which I guess makes her a perfect fit for a puppet Biden administration. And she just said that Trump supporters should be consigned to the trash heap of history, in the Hillary tradition. Also, she has a reputation of being a foul mouth intemperate jerk, also a la Hillary, so yes, a perfect choice.
