This seems like a silly use of editorial space. One does not have to be competent at something (like dismantling the Post Office) to cause damage, collateral or not. Just look at what a baby or young child can do in the kitchen trying to "make" something. I don't think the Democrats are trying to make one "grand unified theory" of Trump behavior that explains all his deeds; individuals are reacting to each infraction (presumed or otherwise) that comes up. Most of Trump's actions speak for themselves--clearly in his self-interest and oblivious to rules and procedures. It really doesn't take much to put two and two together and conclude that this was motivated not by any desire to fix the Post Office, but by a desire to muddy up the upcoming election results.
