Mayor Suarez credited Covid-19 and other factors for making the Miami moment happen.

I think he should have explained how Covid-19 helped Miami.

I lived in zip code 11201 (New York City) with a low positivity rate.

The rest of the Times article explains it somewhat. Some factors are that the offices that were the reasons people were in NY or San Francisco are closed; Covid spreads less outdoors and it is easier to be outdoors in a warm climate like Florida; and at least initially there were fewer Covid cases/deaths and less harsh of a lockdown in Florida than in California or NY.
