Why shouldn't he register under the Act?

What's the argument about Kaveh Afrasiabi?
". . . he had been paid about $265,000 by the Iranian U.N. mission since 2007 and had been covered by its health insurance plan." He's certainly a foreign agent if the DOJ's assertions are correct, if not a direct employee of the government of Iran. Why shouldn't he register under the Act, which is still valid?
