As you hint China is the largest market for cars in the world, and still a growth market. The North American market is at best static. Given that there is a need now days for building identical models for all markets you have the companies looking between China and Europe and seeing that they together make up a majority of the market and with Europe deciding to also go all electric in that time frame, Mr. world wide market is making the decision. Further sometime, perhaps 2040 or so, that decision will likely be made in the North American market.
