If businesses already have to verify the legal status of their workers, under current law, then the legislation being drafted will not impose an additional requirement. It will restate the existing requirement.

It is estimated that there are 12 million or more illegal immigrants in the U.S.

I conclude that businesses in many cases are not verifying the legal status of their workers, the law notwithstanding.
