Since one of the questions is more subsidized child care, which does not help stay at home parent as much moving to a child subsidy where parents can decide if outside child care or a stay at home parent is the better choice for the family. One factor that is not often noted on the reduced fertility measure is that the incremental cost of stay at home parents for the second and later child is a lot less than outside child care since there you pay a per child fee.
