I think that each of the European countries is more ethnically uniform than are Americans.

I think that this may have led to lower support in the United States for government programs that would inevitably spend money on persons of a different ethnic group than the ethnic group of a given voter.

As a result, the government spends less on helping people and so doesn't need to tax as much.
