Why incarcerate anyone?

If the person is a present threat to the citizenry, it may be necessary to lock him up.

Otherwise, why not seize all his earthly goods down to his underwear and use the funds for the common good?

Poverty is a far more effective and efficient mechanism to deal with crime than is the slammer.
