Why it is good that the federal tax is citizenship based.

Luckily you can't boogie out on the federal tax man as easily. You have to expatriate yourself and renounce citizenship. I would go a bit further and say that if you were to so expatriate yourself you may never re-enter the US again. (Medical care of US quality is available elsewhere). But why Paris? Vegas beckons, as does Seattle.
