Regulations are preventive law

How ironic that a pol writes: "The frustrating truth of regulation is there's no one position you can have on it. Good regulations are good, bad regulations are bad" because this past summer I gave a talk "All regulation is over-regulation."

The reason is that regulation is preventive law. The regulated have to prove their innocence. They have to rebut a presumption of guilt.

The requirement to get permission before acting is pernicious, stultifying, and inconsistent with capitalism.
