The article asks do the Chinese or the Russians want to rule London or California not in some "eventually" sense but in a medium-term serious plan sense?

My comment is:

1) Russia's new hypersonic Tsirkon missile was fired from the Norwegian sector of the Barents Sea. President Putin has praised the weapon as part of Russia's new unrivaled missile systems;

2) China and even little North Korea are testing hypersonic missiles.

3) The United States reportedly is (far?) behind in developing hypersonic missiles.

Possibly, Russia could now defeat the U.S. on a first-strike and take California.
