Recall that the US did not recognize the ussr until nov 13 1933. It was a time when the us did not want to have foreign entanglements outside the western hemisphere. Also due to the depression the us had only 136k folks in the army and 243k in all three services (the airforce at the time was part of the army) So we could not do much about the Ukrainian extermination anyway.
