One of the issues is is the payment for the place fair. Actually there is a Heinlien solution, you set the assessment for tax purposes on your property, but the state can take it by paying the amount you set the assessment for. But the critical difference between the US and Chavez is that he does not pay you anything, while in the US you can go to court to dispute the amount you will be paid.
