Domestic manufacturing and a strong dollar are contradictory.

If we want to keep manufacturing then we need a weak dollar, both because it encourges exports and discourages imports, and makes making things domestically more economical. A strong dollar encourages offshoring as us based labor becomes relativly more expensive. So we can't have both a strong dollar and strong manufacturing in todays world and have to decide which we want.
