Signature Bank's most valuable asset was its charter granted by the New York State Banking Department (now known as the New York State Department of Financial Services) and its earning power would have been nil without it. Ditto its FDIC insurance.

The NYS DFS and the FDIC only took back that which they originally bestowed.
