Clothing tax nonsense in NYC

This reminds me of a recent visit to NYC from the distant state where I live. I bought a pair of trousers there, tax-free. Trousers seem to be deemed a necessity by NYC/NYS tax authorities. But then I tried buying a belt. It was subject to taxation. I mentioned this seeming discrepancy to the salesman. "Why are trousers a necessity, but the article of clothing used to keep them properly in place a luxury?" I asked. No satisfactory answer was forthcoming. Perhaps the New York City-based Editor of FutureOfCapitalism.com can explain this anomaly to curious readers from afar.
