The idea that in a free society people can choose to give some of their earnings or employ some of their earnings to directly benefit those they wish to benefit, isn't encouraged well.

Small scale, direct transfer (giving) isn't popular because it is competing with the government's polices of large scale distribution through intermediate registered organisations and also directly with other pursuits of happiness.
