Buildings would fall down because they are cheaply built not following rules just look at countries where there are no building codes. In addition electrical systems could be a disaster. It does take inspections to fix problems like the overlooked change in the Kansas City Hyatt disaster where the drawings are ok but as build would not. Or to go a bit further back the Triangle Shirt Waist disaster in NYC (lack of fire exits etc)
