I think the key word in Krugman's article is "Modern." The Republicans of today, influenced heavily by the tea party are much more strict on spending. They would have fought the prescription drug expansion and NCLB. They are more absolutist than George W. Bush, and far more so than the first Bush or even Reagan (despite their deification of him). The irony of course is that so many in the Tea Party want to have it both ways. Cut government but keep Medicare and Social Security and a strong defense! Now that they are in a position to govern in the House, they will have to battle it out between the extremists that Krugman alludes to and everyone else. I think the purists are in a for a rude awakening about what the mainstream Republican Party actually believes - they have no more tolerance for cutting Medicare or SS than the Democrats.
