Overlooked is the fact that the level of federal employment can be reduced by shrinking or eliminating various departments and programs. The Education Department comes to mind. The government has no business being in many of the areas in which it is involved . Rather than peg spending to some arbitrary figure, we should be defining the proper role of government. Then cut.
